Now, because there is only 5 degrees of clearance angle on 80 degrees insert, you cannot take a cut deeper then about. If cut started from centerline bar would crash into stock on all passes below its designated minimum bore size, that would for sure goudge the bar and blow the insert on first pass. In my sample file, when removing drill point, bar starts at the top and cuts towards the center because as it progresses, stock closes and violates minimum bore diameter, that would cause crash. 015 all around at smallest diameter bar is intended to cut. 53 as minimum bore diameter meaning that shank of the bar will clear bore by. 265" distance, you double that value and you come up with. 015, it means that from centerline of the bar to cutting tip you have. 5 " diameter and insert tip clearing that diameter by. You can find the actual spec's in tool catalogs but for now, just consider that cutting tip is positioned to clear shank. There are 2 basic ways to do it, you need to pay attention to boring bar "minimum bore diameter", that's the minimum diameter bar can cut without crashing back side into wall of the bore.
